The meeting was opened at 8:18 p.m. The March 23, 2002 minutes were approved as written.

  1. Clan 20 : Sir Raphael, Her Majesty Verana, Sir Aramithris,

    Champion Kurse

      1. Meeting at Cloudcroft with Sacramento Ranger Station and Recreation Management Company representatives.
        1. All conditions of the February, 2001 meeting were reiterated and agreed upon by all present.
        2. Legal rights of Amtgard, Inc. were assured re federal publication Title 36, CFR 200.1 Code of Federal Regulations, Parks, Forests and public Property (44 U.S.C. 1510). A current copy of this publication will be obtained by Pepper. Of note is Regulations Chapter 26 1.10 (N) Afailure to pay the special use fee, i.e., individual Amtgard, Inc. gate fee) or other charges as required may result in fines, imprisonment or both.@ Refusal to adhere to rules set forth by Amtgard, Inc. (for this event) are in violation of federal law and can result in the penalties described above. These rules include, but are not restricted to, refusal to pay gate fees, littering, physical or verbal abuse, threats to the public safety, threats to the environment and local wildlife, illegal possession of controlled substances, possession of firearms, violation of fire codes, illegal parking, violation of event rules and regulations, and violation of leash laws. If attendees do not adhere to federal laws, Sacramento Ranger Station personnel will assist in removing offenders from the site.
        3. Documentation required from Amtgard, Inc. are:
          1. Exhibit Operating Plan - Responsible Party: Aramithris
          2. Med-tent forms and waivers - Responsible Party: Mezzie
          3. Proper licenses and certifications - Responsible Party: Wovoka
          4. Liability Insurance (100,000/300,000) - Responsible Party: Gwynne
      2. Other Considerations and Conditions for Clan 20:
        1. Per the Rangers, fire conditions in Lincoln National Forest should be acceptable by the date of Clan 20.
        2. The Rangers are requesting a February, 2003 meeting prior to Clan 21.
        3. Per the Sacramento Ranger Station personnel, vendors must pay the site fees to include the Amtgard, Inc. event fee or the rangers will have to deal with non-fee paying vendors as non-event vendors to include licensing, vendor fees and tax responsibility.
        4. Gate: The Amtgard, Inc. will be first, i.e., Amtgard=s fee must be paid first, and the Recreation Management fee will be paid second. If the Amtgard fee is not paid, the site fee cannot be paid and those persons who have not paid the Amtgard fee will not be allowed on site.
        5. Recreational Management will provide their usual gate equipment and amenities. Amtgard will provide other necessary equipment as required.
        6. Amtgard=s goal is to have gate personnel on site by the Monday preceding Clan for early arrivals. If requested, uniformed Rangers will accompany Amtgard gate personnel to collect fees from early arrivals.
        7. The proposed total Amtgard fee for the event will be $5.00 to $6.00 per entity attending.
        8. Recreation Management requested Amtgard, Inc. to provide a 4-wheel vehicle (plus trailer if possible) to transport supplies. Said vehicle would have unlimited site access during the event in addition to the medic vehicle.
        9. The >no parking on site= rule will be enforced.
            1. All attendee=s vehicles cannot be within 300 feet of the rim trail except to load and unload. Two hours will be allowed to load and to unload. Violations of the distance and time stipulations will result in the authorities issuing a ticket for these violations.
            2. The only vehicles allowed to park adjacent to Merchant=s row are those with handicapped plates. Merchants are allowed two hours to load and unload. All other vehicles except for the Burning Lands crown equipment vehicle will be ticketed by the Rangers.

              In summation, the Rangers want Amtgard, Inc., Kingdom of the Burning Lands to handle all situations at Clan 20, but will support the Burning Lands to the limits of federal law when asked.

            3. Amtgard, Inc. is not responsible for anyone drinking water at the site labeled >non-potable=.
        10. Clan Events and Tourneys:
            1. Two-man teams events are being considered. Sir Raphael will coordinate this with war autocrat Sir Garik.
        11. The Rangers are willing to share information regarding another site for Clan. The next Clan events will have more site options.
        12. All official contact regarding Clan 20 with all regulatory bodies goes through Verana only. Any other contact will be considered as non-Amtgard communication by both the Sacramento Ranger Station and Recreational Management Company.
        13. Waivers: People are not legally obligated to fully disclose medical conditions, however, Amtgard can declare people not giving full medical disclosure as non-participants and, hence, refused site access to the event.
        14. Youth Indemnity: We are empowered by federal law to >card= attendees. If an attendee is under age, and does not have an indemnity form, and participates in any scheduled Clan 20 event, said person can be removed from the site. Amtgard cannot, however, deny site access on the basis of an attendee not having a valid indemnity form.
            1. If anyone falsifies their sign-in/waiver/indemnity or other records required by the gate records, they can be removed from the site as being >non-Amtgard=.
        15. Aramithris will research the availability of radios for use at Clan 20.
        16. Clan 20 Supplies and Equipment:
            1. The Burning Lands will feed all gate personnel.
            2. Recreation Management and Amtgard will provide large garbage bags for attendee=s trash.
            3. T-Shirts will be black with silver lettering. Vinall is responsible for design and pricing.
        17. Clan 20 Estimated Expenses:

        18. Prize donations will be solicited by all Board members
  2. Funds Owed by Burning Lands Treasury:
      1. Wovoka Reimbursement for Med-tent
      2. Garik $16.25 reimbursement for mailing Crown Qualification items
      3. Gwynne $75.00 (estimated) for cost of guard tunics
  3. Clarification of Board rules: AIf the Board agrees on a vote or if a vote passes then that is the rule.@ (Robert=s Rules of Order)
  4. Contracts:
      1. Crimson Moon (Iowa) will submit lost contract c/o Kurse.
      2. Contract for the Chapter of the Kursed Prarie presented to the Board for consideration.
  5. 6.1 Rulebook:

    A. Anti-Paladin and Paladin new rules copied and mail to Kitterat.

  6. Tentative Summer Amtgard Schedule:
      1. Clan 20th Year: Thursday, July 25th to Sunday, July 28th, 2002.
      2. Burning Lands Coronation: Saturday, June 1, 2002. Cookout at Memorial Park. Court after Amtgard at 2310 Pittsburg.
      3. Olympiad: May 25th, 2002
      4. Arakis: June 8th, 2002.
      5. Las Cruces Renfaire
      6. Burning Lands Midreign - see Clan 20th year.
  7. Royal Guards: A tentative list was compiled. Arrangements will be made to take individual measurements for guard tunics.
  8. There being no other business before the Board, the meeting was adjourned at 11:25 p.m. The next scheduled Board meeting will be Saturday, June 15th, 2002 at 7:00 p.m. at 2310 Pittsburg.
